CONTROL COMMISSION – LAUNCHING
- There are four launching areas
- Temple’s East Park Canoe House (Canoe Club). Majority of launching
- St Joe’s Gillian Boathouse (St Joe’s)
- City Dock – downriver from St Joe’s, may be used by teams down river from St Joe’s Gillian Boathouse
- Boathouse Row
- Canoe Club & City Dock will be staffed by referees that will perform safety checks
- Heel Ties – no more than 3” of play
- Bow Balls – firmly attached and in good condition
- Bow Numbers – correct and firmly attached (NO LAUNCHING WITHOUT A BOW NUMBER)
- Time trial bow numbers at headquarters, no sprint racing bow numbers at control
- St Joe’s & Boathouse Row crews should self-perform Safety Checks
- Limit number of personnel escorting teams to launch docks
- Will allow crews onto launch docks only when accompanied with oars
- Be quick on docks – one minute to shove off docks
- Launch Times
- Canoe Club/City Dock/St Joe’s – approx. 20-30 minutes before published time
- Boathouse Row – approx. 45 minutes before published time
TRAFFIC PATTERN – TIME TRIALS
ABSOLUTELY NO CROSSING THE COURSE AT ANY TIME
Launching
- Launching from Canoe Club, St Joe’s, City Dock – proceed upriver on East side (Kelly Drive Side) in lane -0-, past the start and into the marshaling area.
- Launching from Boathouse Row – proceed up West side, behind Peter’s Island, past the start and into the marshaling area.
- Marshals north of Strawberry Bridge will put you in bow number order for racing
Recovery
- Returning to Canoe Club, St Joe’s, City Dock – past finish, thru Columbia Bridge, crews turn port and proceed up lane -0- (Kelly Drive side) to the recovery docks (Be aware that the awards dock and marine police are tied up against the east wall at and below the finish line tower)
- Returning to Boathouse Row – proceed straight to boathouses on East side
TRAFFIC PATTERN – SPRINTS
Launching
- Launching from Canoe Club, St Joe’s, City Dock – proceed upriver on East side (Kelly Drive side) in lane -0-
- Travel under Strawberry Mansion Bridge and stop after bridge
- Marshal there will give instructions on when to cross perpendicular to the race course to the West side and make haste (all rowers will need to row)
- Once on West side(outside lane 6), turn starboard, past start, proceed upriver to the marshaling area
- Launching from Boathouse Row & Adaptive crews – proceed upriver on West side, behind Peter’s Island, past start, and proceed upriver to the marshaling area
Recovery
- Returning to Canoe Club, St Joe’s, City Dock – past finish, thru Columbia Bridge, crews turn starboard and travel thru first arch (farthest west) of Columbia Bridge
- Travel behind Peter’s Island and stop at head of island
- Marshal will give instructions on when to cross to East side (Kelly Drive side)
- All crews will travel perpendicular to the course and make haste across
- Once across and into lane -0-, turn port and proceed upriver to recovery
- Returning to Boathouse Row and Adaptive crews – proceed directly downriver on East side
WARMUP (MARSHALING) AREAS
TIME TRIALS & 2000M RACES
- Area above crews queuing to enter course at 2100M for time trials or the stake boats and start tower at 2000M for sprint racing
- Up to the Twin Rivers Bridge but not past it (too shallow)
- Traffic pattern is counter clockwise from the east side to the west side
1000M RACES
- During 2000M racing – same area as Time Trials & 2000M races
- After conclusion of 2000M racing – area above crews queuing for racing near Strawberry Mansion Bridge and the 2000M stake boats
- Traffic pattern is counter clockwise from the east side to the west side
DASHES
- Area above crews queuing to line up at the start (Wire) at Peter’s Island north and up to Strawberry Mansion Bridge
- Crews launching from Canoe Club, St Joe’s, City Dock will launch upriver and turn port at Strawberry Mansion Bridge to proceed to a counter clockwise traffic pattern from the east side to the west side
- Crews launching from Boathouse Row will proceed on west side, behind Peter’s Island, and enter the counter clockwise traffic pattern
RACING- TIME TRIALS 2000 METERS
- Will be using lanes 4 & 5. Lane 4 for even numbered bow numbers and lane 5 for odd numbered bow numbers
- Start marshal team will put crews in numerical order in the warmup area
- A start marshal will instruct the crew to enter the chute one at a time to their respective lane
- A 100 meter chute will allow crews to get up to full pressure prior to the official start
- There will be 15-20 seconds between alternating lanes depending on the number of entries in each event and 30-40 seconds between crews in same lane
- As the crew approaches the start line, the starter on the port side from the wall will announce “READY READY GO”. Once the crew hears “GO” they are on the clock and should be at full pressure.
- Large lane numbers are displayed on the Strawberry Mansion Bridge (approx.1300M mark) and from an overhead wire at the head of Peter’s Island(approx. 500M mark)
- Static marshals along the course will look out for wrong arch, interference, and failure to yield infractions
- Penalty for wrong arch at Strawberry Mansion Bridge will incur a 20 second penalty
- Penalty for failure to yield or interference will incur a 30 second penalty. Failure to yield penalty will be issued when a crew being overtaken does not move to an outer lane when an oncoming crew comes within one boat length of open water and closing. A crew being overtaken in lane 4 must move to lane 3, a crew in lane 5 must move to lane 6.
- If a crew is late for their event and the next event hasn’t started yet, then that crew at the discretion of the marshal may be inserted at any point in that event, even at the end of the event. Otherwise, if the next event has started, they will be excluded from the time trials.
- No event will be delayed for missing crews for any reason
RACING – 2000 METERS
- 2000 Meter racing will be on stake boats.
- Starter will be on a start platform behind the crews. The aligner will be on shore on the Kelly Drive side
- Will be using all six lanes if necessary
- Starter will be using the normal flag starting commands. Starter will announce the crew names (starter’s discretion to recognize hands), will announce “ATTENTION” in cadence, raise the red flag, after a brief pause, will announce “GO” and simultaneously drop the red flag to the side.
- Starter may at their discretion, switch to the Quick Start commands. The starter will announce before the race if they are using the quick start commands. The starter will announce “QUICK START”, will announce “ATTENTION”, raise the red flag, after a brief pause, will announce “GO” and simultaneously drop the red flag to the side.
- Always assume we are running on time unless officially notified by the LOC
- We cannot wait for crews that are late to the start for any reason even if they are within eyesight of the start
- All crews should be locked onto their stakeboat 2 minutes before the published time, or they will incur a warning. Crews not locked on at published time may be excluded from racing.
- Will try and offer verbal assistance for crews to lock on but if unable by published time, the starter may exclude them
- Most of the lanes are buoyed. Lanes 1 & 2, and lanes 5 & 6, will not have separate lane lines between them.
- Wrong arch and interference infractions will be issued penalties.
RACING – 1000 METERS
- Racing 1000 meters on floating starts
- The start line is from the middle of St Joe’s dock
- Starter will be in a launch behind the crews. The aligner will be on St Joe’s dock giving final instructions.
- Starter will be using the Quick Start commands
- Assume we are running on time. Crews not in attendance when the aligner starts their final instructions will be excluded from racing.
- Interference infractions will be issued penalties
RACING – DASHES (SUNDAY)
- Racing approx. 500 meters from the wire at the head of Peter’s Island
- Starter will be in a launch behind the crews. The aligner will be on land (Kelly Drive side) giving final instructions.
- Starter will be using the Quick Start commands
- Assume we are running on time. Crews not in attendance when the aligner starts their final instructions will be excluded from racing.
- Interference infractions will be issued penalties
BROKEN EQUIPMENT
- Sprint Racing Only – Any crew suffering broken equipment before their race time or during the first 100 meters, or 20 seconds, they should notify the closest referee or marshal and will be allotted 10 minutes or 2 races, whichever occur first, from that time to fix the problem.
- Starter will announce the new start time and run the race or restart the race at the new start time either with or without the crew. NO EXCEPTIONS
- Time Trials Only – If a breakage happens in the warmup area and they can fix it before the end of their event, they will be allowed to race.
- If a crew suffers broken equipment on the race course, they will be excluded
OBJECTIONS
- A crew can only object to the start during the first 100 meters or 20 seconds
- If a crew feels they did not get a fair start because of interference by another crew or has suffered broken equipment, the crew should stop rowing, get the attention by signaling (raise hand) to the following referee or starter
- The race will be stopped, and the crew will be spoken to determine the reason why they stopped rowing
- If the reason for stopping was not legitimate as determined by the Rules of Rowing, that crew will be issued a warning for delay of regatta
- After 100 meters or 20 seconds, the race will not be stopped even if the crew has a legitimate reason for stopping
- If at the end of a race a crew feels that their opportunity to advance or place was compromised, they should raise their hand immediately (before the raising of the white flag) and get the attention of one of the following referees or the finish marshal
- They will be asked what their objection is and what outcome they seek
- A decision will be made by one of the following referees on the water
- If the crew does not agree with the referee’s decision on the water, they may lodge a protest. Please refer to the Rules of Rowing, Section 2-605-607 as to the procedure.
- Remember: Objections must be lodged on the water and crews cannot object to the start at the end of the race.
MEDICAL & FLIPS
- If a flip happens in the warmup area, a marshal can help the crews get back into their boat and they may proceed to race if they choose
- If a flip happens during a race, a referee cannot help the crews get back into their boat if they choose to continue racing. If they have trouble getting back into their boat and it impedes racing, the referee will remove the crew and shell from the racing lane and their race is over. Remember – There is not a lot of time for crews to get back in their boat.
- If there is a true medical event that occurs, there are marine police on the water as well as EMT’s at the canoe club. Please get the attention of a referee or marshal and they will contact the EMS for assistance. If deemed necessary, the rower will be removed from the boat and brought to EMS. All attempts will be made to contact their coach at that time.
- Remember that this is a hot time of the year and each crew member on the water needs liquid for hydration. Please be hyper-vigilant on addressing heat-related issues and let an official know if help is needed.
WEATHER RELATED ISSUES
- If there is a weather-related stoppage due to a thunderstorm threat, the LOC and senior staff will determine the best contingency plan for the situation and the LOC will inform teams thru proper channels of that plan.
